Bangladesh - Capacity Building for Civil Society Organizations (CSO) – December 2009 (GMS)


Trained and oriented 26 staff from 13 CSOs in financial management, Global Fund grant implementation, Fiduciary arrangements and Global Fund architecture


Bangladesh - Operations Research on TB Incentive under Govt program (Global Fund Round -4) –MSH– Rational Pharmaceutical Project, USAID, - Aug 2005 – Nov 2006


Conducted operational research on TB incentives in collaboration with WHO and National Tuberculosis Program; explored the use of incentives to TB suspects referred to NGO clinics; and results used to expand Bangladesh’s urban DOTS programs.


Bangladesh - Capacity Building of Sub-Recipient (DNS) – November 2009 – April 2010 (GMS)


Strengthened and upgraded DNS’s (HIV/AIDS SR of Save the Children Fund – PR) HR and financial management; developed HR policies and manual; provided technical assistance on organizational procurement policies and facilitated the development of its strategic plan; and capacity development.


Bangladesh CCM Strengthening – October 2013 – September 2014 (GMS)


Designed new governance manuals, operations plan, oversight plan, and conflict of interest mitigation plan; CCM membership renewal; Assisted CCM in restructure and established permanent committees; Facilitated capacity-building for CCM members on their roles, CCM functions and grant oversight; and strengthened functioning of CCM Secretariat.

Provided technical support team to strengthen the grant management capacity of Principal Recipients (HIV/AIDS and TB), and assisted them in the Phase 2 renewal process.


Bhutan - Strengthening Principal Recipient Management in Grant Close out – Mar–Apr 2010 (GMS)


Provided technical support to the Gross National Happiness (GNH) in developing Round 4 (TB) close out plan; develop revised program work plan and budget; developed transfer/use and/or disposal plan for all Health Products and non-cash assets; provided technical assistance in preparing PUDRs and assisted in preparing Enhance Financial Reporting (EFR).

Support for Strengthening Capacity of CNM (PR), National Center for Parasitology, Entomology (CNM) and Malaria Control Round 2 RCC in Program and Financial Management to support CNM’s new role as Principal Recipient; introduced new financial accounting system; chart of accounts to allow generating financial reports to the Global Fund; trained CNM staff in use of new accounting system and Quickbooks.

Strengthening Indian National AIDS Commission (NACO) - Management Sciences for Health (December, 2004): Provided technical assistance in “Human Capacity Development (HRD) to the leading managers of NACO, five State AIDS Control Societies, Population Foundation of India (PR R-4) and key GFAMT sub recipient NGOs. Helped them to decide how they could use the HRC principles to address the challenges of developing will, skills, capabilities and systems to enable people to respond effectively to HIV/AIDS, malaria and TB.

Support to the National TB Program (NTP). Pakistan in grant consolidation for Round 6 and Round 9; provided technical assistance in consolidation of workplan/budget of all Sub Recipients and PR into a single grant framework; developed and customized the consolidated work plan and budget format; developed and updated costing assumptions for pharmaceutical products into consolidated work plan/budget. Support to the NTP during consolidated grant negotiation process with Global Fund Team.


Pakistan – Principal Recipient Strengthening in Grant Consolidation – January – March 2013 (GIZ Backup Initiatives)

Pacific Islands Regional Multi Country CCM Strengthening – Apr–June 2013 (GMS)


Supported the Pacific Islands Regional Multi Country Coordinating Mechanism (PIRMCCM) to prepare for an Interim New Funding Model grant to replace the current Round 7 HIV grant, including to develop a process for the PIRMCCM to undertake a tender to identify a new PR, and guided development of draft grant documents to facilitated rapid mobilization of the new PR.

Provided technical support to the National TB Program (NTP) in Nepal on Round 4, Round 7 and National Strategic Application Grants Consolidation; Helped PR in grant consolidation and worked out budget efficiency gain; assisted PR in harmonizing its activities among Service Delivery Areas and Objectives of different rounds into a single grant structure; and introduced computerized financial accounting system.
